A horrifying story

From my local newspaper comes this appalling story: "A mother has been charged with felony child neglect after police said she became angry with her 4-year-old son and left him off Interstate 495 in Northern Virginia late Tuesday. 'Apparently he started crying and she dumped him out on the side of the road,' (a state trooper) said. 'Apparently he grabbed a hold of the car and tried to get in, and that's how he got his injuries.'"

No four-year-old has the sense to stay out of the path of speeding cars, and it's only by the grace of God that this child is still alive. I find it hard to believe a person could be cruel enough to do this. Even more horrifying, she made the child get out of the car on a busy interstate (and every interstate in Northern Virginia is busy, no matter the time of day), then apparently drove off with the child still clinging to the car.

This is "felony child neglect"? What do you have to do to get charged with "attempted murder"?
